Why are you trying to replace VISTA system files with older "versions" ?

I have an app that requires WSH to work. Today I tested it on Vista RC1
it failed.replace
Then I looked in \System32 and found that all the files included in WSH
v.5.6 [scripten.exe ] exist there - most of them newer than the ones
included in scripten.exe
Anyway I started scripten.exe. It prompted several times whether to
a newer file with an old one, I answered No to all.installer
Although no file was actually replaced (I verified this), this somehow
magically fixed the problem and my app started to work normally.
The logical conclusion is that the registry entries that the .inf
creates make the difference.
So my question is , is it possible to modify the .inf so that it does not
try to copy any files but just do everything else.
Or, to perform a silent installation without replacing any files? I tried
with /q and /q:a switches, but this does not seem to have effect, Vista
always prompts whether to replace the files.
