Copy under elevated cridentials

I am looking to do two things using a VBS based login script
1: Create a folder on the local drive with Read only rights for Domain
Users, Modify rights for an IT user and Full Control rights for
Administrators.
2: Copy files from a network share to this folder, while logged in as a
Domain User (as part of their login script)
I don't mind if the IT password is in the script, I just want to be able to
do the copy when the user logs in, but the user cannot then go into the
folder with Explorer and make changes. Is this possible?
Any suggestions?
