modify Local area connection property settings

Hello
How can I modify with WSH my "Local area connection properties" (My Network
place Properties\Local area connection Properties) I've to install a SW, and
can run some scripts:
I have to be sure, that in TCP/IP Protokoll Properties a fix IP address is
defined (Not using DHCP), and that no other protocolls are enabled than
TCP/IP (no File & Printerscharing, no Client for Microsft Netw. no...)
