When each PC has a Web Server, use a script to "STOP", or teach them how to
use it.
These scripts are e.g. .vbs, original Ms, work with 95 and have been around.

If you are in a centralized environment, a.k.a 'enterprise training',
and the mainframe is to cumbersome or dusts away in a back room,
disable from next higher autoritative node, that is from where the PCs
recieve their "net juice".

Depending on your ISP, you have either dynamic IP addresses to play with,
or bought hardware e.g. Cisco router blah. Impulsive buyers have later.

Since schools do not need reverse accessibility for business sake, you
likely have
an ISP related enable/disable solution waiting for the ASKING. Go for it.
