Set local password

I need a script that will prompt a user to reset the local administrator
password. We require complex passwords so just having them type in any ol'
thing might not work so it would be nice if the script, while not
necessarily validating the input, could detect whether there were errors in
entering/confirmng the password and prompt the user again.

I'm certain it exists out there somewhere but I can't find it. Does anybody
have a link to a repository where I can continue my search? Additionally,
do you have book recommendations so I can learn to do this stuff myself?
