You need to put up the firewall:

Follow all three steps--get the firewall up, get all critical patches, and
make sure your definitions are current.

Norton's usual suggestion for a file which can't be remove in normal
operation, is: Turn off system restore (properties of my computer, system
restore tab), restart in safe mode (see help & support and put safe mode in
the search and hit the green button for how) scan all files and let Norton
delete and quarantine as it sees fit, then restart normally and enable
system restore.
