I tried the site, and didn't notice anything, but I don't have the tools to
watch what tried to happen and didn't, if anything.
This sounds like ad-ware of some sort. The one filename you've given us
isn't very useful as an indicator of anything--it's commonest use is for the
IE temp files index.
Typically, to get rid of something that is in use in normal operation, you
want to try restarting in safe mode. In this mode, only the most basic
Microsoft services are started, so you should be able to get rid of yours,
if you can find it. There are a variety of outcomes including the same
thing coming back next time you start in normal mode, however.
There are two standard apps which specialize in removing this ad-ware.
Lavasoft's ad-aware, and spybot search & destroy.
www.lavasoftusa.com and www.safer-networking.org
In each case, install, and on the first run, update the definition
files--both have regular updates. With Ad-aware, I have little hesitation
removing everything it flags. With Spybot, remove everything flagged in
red.
If you have any reason to think your antivirus isn't up to the minute, do
try an online scan from any of the major or less-major vendors.
What you are describing sounds a bit more devious than the average ad-ware,
but there are others here that know much more about the details than I
do--at any rate, ad-aware and spybot search & destroy can be safely used.
