Tracking program? How do I get rid of it?

I went to a website - dietbag.com - Don't go there! I knew something was
wrong as soon as I got there. I checked immediately and found 2 files that
had been added to my computer. I can't find one of them now, but the other
is called index.dat, and it updates the modified date everytime I open a new
browser or my email program (IE6 or Outlook Express). It doesn't update when
I open Netscape.
I ran a virus scan on them - no virus - and tried to delete them. They won't
delete, be renamed, or open in Notepad. It says access denied, they are in
use by another application. I sent them to Mcafee, they said no virus.
I went to Microsoft and installed all the security updates I needed. That
didn't help. I use Zone Alarm and have it locked, but it is still tracking
me.
How can I get rid of it?
