Where you ask why one of these works and not the other ...

caused problems but this:
<SCRIPT Language="VBScript" src="testinc.vbs"></script>
I don't have time to test this ...
It's an IE script loading thing. Not a VBScript thing. Try loading
JavaScript scripts similarly and see what happens.
