Error: ActiveX conponent can't create object.

Hope I'm in the right group for posting this question, if not please advise.
I just returned from a troubleshooting session on a Windows XP Home machine
that is throwing up the following error when executing a .vbs file.
Error: ActiveX component can't create object
Code: 800A01AD
Source: Microsoft VBScript Runtime Error
He has used this Script previously without problems, and the Script runs
perfectly well on another Windows XP Home machine docked next to the one in
question.
Things I've tried already to resolve this issue for him include:
1. Reinstalled the Windows Script Engine Version 5.6....no joy.
2. Upgraded the Script Engine to version 5.7...no joy.
3. Ran SubInACL utility to make sure it wasn't a Registry Permissions
problem...no joy.
4. Downloaded a clean copy of the VBScript.vbs file to ensure the file was
not corrupted...no joy.
5. Re-registered vbscript.dll, scrrun.dll...no joy.
Before I drag out FileMon and RegMon to persue this farther, does anyone
have a suggestion as to what might be causing this error?
The only KB Article I've found that details the error message exactly as he
is getting it is the following:

But this does not seem to apply to a stand alone Desktop Machine running
Windows XP Home.
