Find out who moved folder

Tech-Archive recommends: Fix windows errors by optimizing your registry

Does anyone know if I can find out who has moved a folder? We have
people on occasion move folders and I was wondering if they could be
identified in any way. Similar to the last accessed property of a
file using the file scripting object.
