character counter

Hi,
i'm a newbie in prograaming,and i've an idea.
I want to have a text file with the entire content of directory.
For each line i want to count the Path..if it os over 256 character,i
wat to have the last username who changed it and send it a mail...
I've a problem with the char count...
Can anyone help me?
