script to move an account from one group to another

I've got a scenario were I'm locally logged into a XP machine as USERX.
USERX is in the Power Users group, but I'd like to be able to have USERX run
a vbscript that would move the user account from the Power Users group to
the local admin group.

I've got a user account called USER_ADMIN in the admin group. How would I
have a script that would move a account from the Power Users group to the
local admin account, with the credentials of USER_ADMIN?

Any ideas?
