Yes. This link takes you to a discussion and a download.
The download is a script that contains a full package,
i.e., the vb.Net code which will show a splash screen and
a progressbar dialog, plus instructions to compile and
register the vb.Net assembly, plus a demo script. The
vb.Net code is compiled with the free vbc.exe compiler
that is included with the net framework download.

p.s. the above vb.Net code is compatile with the net framework
v1.1.4322, the last version workable under win98.
I understand that the net framework is up to v3 by now, so some
code adjustments may be necessary, but probably not many.
