So it will not "work" ALL the time as in your OQ.
In Europe the switch is at 02:00 GMT/UTC and not at 02:00 local,
so the Eurpean interzone time differences are constant.

LOL... well thank you. but im not launching missiles with this
function. here in the US we simply change our clocks when we go to bed
so when we wake up all is well with the world. so for my purposes my
function should work perfectly.
So why did you specificly ask:
"will this work all the time?",
and not specify that you wanted a imprecise answer?
Programming is not about functions that are good enough
if they only fail 6/(24*365.24) of the time.
It is said that a NASA's launch failed, because of a mixup with in local
and international measurement.
