What I'm trying to do is get it to only do the "migrate" function for
IPs that fall into the range....... so theoretically if I test for the
IP 192.169.1.1/24 which is out of the range it should fail the test and
not migrate but its actually still migrating..... actually its
migrating for all addresses.... ;-(
