Move a user into an OU while logging on

Hi everyone.
I am trying to move a user into a designated OU using a login script before
the group policy settings are run for that user, but the group policy
settings always seem to run against the OU the user is assigned to before
the move.
Basically, the routine I have created, checks some information in a SQL
server database and if there is information missing, I want the user only
have access to a limited desktop until the SQL server information has been
updated. The user can then log off (or re-run a check without logging off if
possible) and log back on in order to access a standard desktop.
Does this sound possible? I have spent days going round in circles, but
before anyone suggests a logout routine, I've been down that road. The SQL
server routine is based on a daily check, so the logout theory works during
the current day, but as soon as the next day comes around, the data is out
of date again without the user doing anything. It really has to happen
during the login process.
