How can I migrate Outlook inbox rules via a script?

Hi.
I am busy preparing for a migration from Exchange 5.5 to 2000, using Outlook 2000 at this point. Our migration process is pretty stable and effective, but our rules migration is failing.
We have used Zen to capture a rules export within Outlook and Zen to capture the resetting of rules post migration. The rules migrate, but they lose their folder settings (e.g. a rule that moves suspected SPAM to a designated folder).
Can anyone offer ideas?
