Is there a correlation between Unicode and Alt codes?

Let me try to make this clear. If I type ALT+1 I get ☺.
If I get the Unicode for that I get 9786. Therefore the HTML entity is
☺ but how could I determine that the ALT code was 1. Is there any
correlation?
