Not all the user preferences are exposed by the Options dialog. Type
"about:config" in the Location bar, then type "status" in the filter
field. The preference you're looking for is
"dom.disable_window_open_feature.status". Set it to false.
Of course, this just affects how your browser works. It doesn't change
how others' browsers view your pages.
