I don't know if you resolved your problem, but I experienced a similar
situation and finally found a resolution.
My Windows Professional XP workstation stopped allowing window.open to
create a new window. The first time it happened, I got tired of searching
for a solution and rebuilt the workstation. A coupld of weeks later it
happened again and I knew I had to find a solution since it recurred.
I found this KB article:

My problem was resolved by reregistering various DLLs and it included
additional information that fortunately I did not need to use.
