Error 22022 When Trying to setup email operator

Hi:
I'm trying to setup an email operator on a SQL Server 2000 box. I get
the error "Error 22022 SQL Server Agent Error: The SQLServer Mail
Session is not running: check the mail profile and/or the SQL Server
startup account...
Here is what has been done
1. A local NT user account has been created on the box, say
"MailSender"
2. Outlook has been installed on the box.
3. A test message has been sent with that user logging into Outlook
successfully.
4. Both the SQL Server and SQL Server Agent services have been setup
with that account, and have been restarted.
Not sure why I am getting the error. I didn't setup the user account--
one thing I'm not sure about is that the MailSender user is a local
account, not a domain account, yet when I logon to the box as
"Administrator", and start Outlook, it prompts me as you would expect
for user, password and domain. I enter the user, password, and leave
the default domain. I logon to Outlook and I can send a message.
Strange, as I thought this was a local account. When I go into the
services to change the account it is running under, I try entering
"DomainName\MailSender" as the user but it gives me a bad user or
password error. If I just enter "MailSender" and the password it
works. I'm not sure whether this is also a domain account and a local
account, the Outlook behaviour indicates that it is...
