Sorry for the late response. But does this error appear as part of a stored
procedure call?
If so, you may have upgraded one instance of SQL Server to 2005 while having
still your SP4 instances running too... in that case you need to reapply the
SP4 install to get the MSXML file back (or copy it into the right location
from another machine).

Before I get directed to the Microsoft site to download the Msxml2.msi
to fix this problem I'll let everyone know that the fix has already
been applied and had no effect.
Here's the situation. There are XP worksataons and a 2000 Server
machine with MSDE SP4 installed on it. The client machines are trying
to communicate with our webservice to update data in the database on
the server.
Our support person used Filemon, Process Explorer, and Dll compare to
monitor what was being hit during our import process and he hit the
same files as our client but he doesn't get the "failed to load
Msxml2.dll" error but the client does. The client is running MDAC
2.81.1117 and its using 3.0 SP7 (8.70.1117.0).
Basically I'm at a complete loss because everywhere I've looked online
points me to the fix on the MS site which doesn't seem to have any
effect at all.
