Did you extract both CD1 and CD2? It's a common error to extract only the
first. What happens then is that when the install comes to the part to
install the tools (which is what is on CD2), the setup dies with a
completely useless error message.

As it seems that you get this error directly, it does not sound like this
issue, but I figured I should ask just in case.
