Well here's how I finally got this fixed.

I ran a repair on the .NET 2.0 Framework.

Then I had to reboot the machine. (Before rebooting the machine it still
didn't work.)

Then when I ran SSMS, the run-time system must have detected that
something changed because it re-compiled the app.

And it's now working!

Hopefully the installation of a SP or KB fix somewhere along the way
didn't cause this, because it really made life painful.
