DataTime(tm) Community Client has some functionality to create
and load Dump files.
See:
Database Explorer > Run Dump
and
Database Explorer > Export (to dump file)
I don't know if it can suffice for you purposes.
In case, some extra functionality can be added (freely) on the fly. No
problem.
