"The specified module could not be found", Server Network Utility

Has any body had a problem whereby when you try and load the Server Network
Utility you get the error "The specified module could not be found". I have
SQL Server 2000 developer installed on my machine and 3 instances of MSDE and
2 of wMSDE. I have reinstalled sql server sp4, this has had no effect. Any
ideas anybody?
