I am sorry for the trouble you're experiencing, but I can confirm that the
SQL Server Client Tools cannot be installed in Windows Server 2003, Web
Edition. The following page,
http://www.microsoft.com/windowsserver2003/evaluation/overview/web.mspx,
states that you cannot deploy SQL Server on it and that non-Web serving
applications are prohibited, but doesn't come right out and say you cannot
install the SQL Server Client Tools. Perhaps it should...
