Doh! I resolved this issue by changing the default printer.

At command prompt, I ran netstat while QA was locked up. I saw a suspicious
trace:

  TCP sferguson02:3282 192.168.0.32:http SYN_SENT

I can't ping 192.168.0.3. That looks like the problem.

I ran TcpView.exe from http://www.sysinternals.com and saw that spoolsv.exe
was the service bound to that port. At that point the light dawned - it's a
printer issue.
