Hi David,

Thank you for using Microsoft MSDN Managed Newsgroup. My name is Mark Han.
I am glad to work with you on this issue.

From your description, I understand that you meet a connection issue. Is it
correct?

in order to make the issue clear, I would like to explain my understanding
1 Based on your description, we can use Sql Server Management Studio to
connect to the SQL locally. So the configuration of the SQl should be normal

2 Based on the above, please tell me what client Tool you used to connect
the SQL whe the error happened. The issue might be related to the client
tool.

If there is anything unclear, please do not hesitate to let me know.

Have a nice day.

Best regards,
Mark Han
