Visual Studio 2008 SP1 may be required for SQL Server 2008 installations
http://support.microsoft.com/kb/956139
If you have to install SQL 2008, deselect all the Visual Studio based components. (BIDS, etc.). This only applies if you ahve Visual Studio 2008 already installed on the system.

Unable to to install SQL2008 due to failure of VSShellInstalledRule check.
A previous release of Microsoft Visual Studio 2008 is installed on this
computer. Upgrade Microsoft Visual Studio 2008 to the SP1 before installing
SQL Server 2008.
I have installed VS2008 SP1 Beta - Still no success.
Is anyone else encountering this problem?
This failure also occurs even if I have not selected BIDS within setup
options.
