A follow up to my own question to state what I found worked.
I finally downloaded from Microsoft the eval version of SQL Server
2000 from: http://www.microsoft.com/downloads/details.aspx?familyid=D20BA6E1-F44C-4781-A6BB-F60E02DC1335&displaylang=en
When installing it I only installed the client tools which installed
Enterprise Manager. I used EM to change the Service Account to my new
user. EM takes care of permissions.
You do have to make sure if you have your database (.mdf or .ldf)
files anywhere other than the default data directory for SQL Server
that your new user has permissions to those folders.
I couldn't find anything else that worked for SQL Server 2000 MSDE.
Including following Microsofts recommendations of how to do it at
http://support.microsoft.com/kb/283811 I also gave full control to my
new account to everything on the C: drive and anything in the registry
that had the word SQL in it as well as the WindowsNT\peflib node.
Nothing worked except using EM.
Hopefully that helps someone else in distress.

using does not have permissions to start a service or your account has been

I need to change the SQL Service Account for SQL Server 2005 Express
to something that is not Admin or LocalSystem. I have followed the
steps outlined inhttp://support.microsoft.com/kb/283811andin the
BOL. When I attemp to start the service using the new limited priv
account I get error 5 "Access is Denied". I think this is a Windows
permissions issue but I don't know what else to check. Just to be
sure I gave the new account Full Control on the installation drive but
still couldn't start the service. What could I be missing? Is there
a handy tool somewhere that will do this for me, in SQL 2005 Express.
