The ASPNET account is created/removed depending on the existence of the
installation of ASP.NEt which is a subset of .NET Framework. To add on to
Ekrem's recommendation, make sure to run aspnet_regiis on each version of
your .NET Framework

I am installing SQL 2005 developers version on my laptop. That laptop is
part of a domain and has XP w/ SP2. During installtion I get an error:
"SQL Server Setup failed to obtain system account information for the
ASPNET
account. To proceed, reinstall the .NET framework, and then run SQL
Server
Setup again."
I don't see a user called ASPNET as a local user on my machine. Under
Add/Remove Programs, Framework 1.1, 2.0 and 3.0 are installed. I suspect
the
ASPNET account was removed for security reasons. What steps do I take
next?
