I have already set the values in that registry key to reference my
desired project location. And the result was successful. But my
question is regarding the behaviour when Management Studio is
started. It creates the SQL Server Management Studio\Projects folder
in My Documents. I don't see any value in the registry key that
references this path. There are no files written to this folder, but
if I delete it is re-created when I open Management Studio. If you
have any other ideas let me know, thanks.

As far as I know, these variables are defined in the hard code and we
cannot reset or change these variables by design. Regarding the behavior
you have experienced, I would like to explain that this is a normal
behavior and it is done by the information in the following registry entry:
"HKEY_CURRENT_USER\Software\Microsoft\Microsoft SQL Server\90\Tools\Shell"
Under this registry key, we can find many subkeys (I.E:
"DefaultOpenSolution location") are set to "%USERPROFILE%\My Documents\SQL
Server Management Studio\Projects". If such location does not exist, SQL
Server will re-create this directory when we launch the SQL Server
Management Studio.
For more information, if we manually remove the whole "Shell" registry key,
SQL Server will also rebuild all these keys automatically after we launch
the SQL Server Management Studio.
