I am currently just trying to install the database service with no
replication or full text search functionality. I have already used the media
for many other installs and have used it to setup another machine after
receiving theerror.
I have notice there are many others in the news groups that have had similar
errors but no one has posted a resolution.
Anyone have an Idea as to what may be the issue.

Yes I did find a solution. I had to perform the following steps:
· First on the following forum http://forums.microsoft.com/MSDN/ShowPost.aspx?PostID=1416983&SiteID=1
I followed the bottom post by "pparent".
· I use Add/Remove Programs to removed MSXML6
· To re-install MSXML6 I used the sql server install disk:
<Installation_CD>\Servers\Setup\msxml6.msi
Note: If you do not see MSXML6 in Add\Remove Programs, then try
removing form command prompt: msiexec /

· On the re-install I receive errors that lead me to a group policy
that was set on the machine by the manufacturer. Due to the fact that
I was installing at a clients location I handed the problem off to the
IT person at the company. He made a few changes in the group policies
and all was good.
I will Email him to see what policies he changed.
