The status code 0x38 in the error:
2007-03-21 15:32:19.34 Server Error: 17182, Severity: 16, State: 1.
2007-03-21 15:32:19.34 Server TDSSNIClient initialization failed with
error 0xd, status code 0x38.
indicates a problem with the "Certificate" entry in the SQL Server's
registry. 0xd is equivalent to ERROR_INVALID_DATA.
What you need to do to allow SQL Server to start successfully is to check
and correct the "Certificate" registry entry, usually under
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL
Server\MSSQL.#\MSSQLServer\SuperSocketNetLib. You need to make sure that the
Certificate entry is present, of type REG_SZ and either containing a valid
certificate name or is cleared out.
