SQL 2005 Express Edition Fails to Install SQL Native Client

I am unable to install SQL 2005 on a customer computer I keep getting this
error:
<Func Name='SNAC_SetClientSSNLDefaults'>
Setup: Failed to do the netlib client setting. Error code is 5 (5)
<EndFunc Name='SNAC_SetClientSSNLDefaults' Return='1603' GetLastError='0'>
Anyone have any ideas why this is happening? The computer is running
Windows XP SP2. The Server & Computer Browser services are running. File &
Printer sharing is also enabled. Not sure what else to look for. When I
try to install MSDE 2000 SP4 I get the error: InstallSQLAgentSecurity failed
(OFFICE,LocalSystem,203), so I think there is a security or networking
issue, but I don't know what else to check.
The computer does have Norton Internet Security 2006 installed on it. I
have tried disabling that, but that didn't seem to help.
