I think this was the problem. I must have installed it from the wrong CD at some stage as our license is actually for Enterprise Edition. At some stage I will have to reinstall it from the correct CD so it is running Enterprise Edition.
It is EXTREMELY bad that the setup wizard does not tell you that you can't install the Integration Services component. It is on the list - and lets you select it even when running Workgroup edition, but it doesn't install it properly despite the message after installation which tells you it was installed successfully! This is absolutely awful behaviour and has wasted DAYS of my time.
Poor, or non-existent error messages seem to be SQL Server's most dominant feature and have collectively wasted days of my time. Nearly every time consuming single problem I've had with SQL Server 2005 has either been caused by a poor or incorrect error message or has been greatly exacerbated by it (usually lack of information with error messages such as "the package failed").

It does not support the SSIS services which means you could not find the SSIS services in your server. That is the root cause of this issue.
To use the SSIS services, please install the standard or Enterprise edition. Thank you!
