No...Enterprise Manager and Query Analyzer don't control SCM
settings. The registry is where those settings are stored.
The only other option would be to write you won SCM type of
utility. It's not too terribly hard. Just use SQLDMO. It
would probably be easier to just set SCM to whatever server
you want manually and then don't log off your computer. Just
lock it.

It's stored in the Default value registry key in:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL
Server\80\Tools\Service Manager
I know you can changed this to a local named instance -
haven't ever tried a network server or instance.
