Yes...follow the guide and then apply SP4. SP3 is referenced
in a lot of SQL Server 2000 documentation as it had a lot of
security changes and some functionality changes related to
security.

Should I follow this guide, and then install SP4?
Will SP4 blow away any sound modifications made in the previous steps?
Can someone point me at other documents that they found useful when
trying to install SQL 2000 in the most secure way possible.?
