You should be using SQL Server Management Studio Express
available at:

Sorry but I have no clue at this point what you did with
your installation.
The only other guess would be that you are using SQL Server
2005 Express Edition.

On the first page for Component Select, select Workstation
components. That's the only other place I can think of where
you could be missing something.
From there it will check your configuration.
Then the Installation Wizard dialog comes up. When you click
next, it will do a check for installed components.
Then when you click next, the window prompting for Remove or
Change comes up. Select Change and then the Feature
Selection page should come up.

I have one of my PCs using the SQL Server 2005 help file
that is not connected to the Internet. Not being connected
to the Internet shouldn't keep you from using Books Online.
What specific errors, issues, problems are you having?
