Hello Vikram,
To get the clue on this issue, I suggest that you check if Cnfgsvr.out file
exists under install folder.
Program Files\Microsoft SQL Server\MSSQL$<instance name>\Install.
Also, please disablerollback so that you could get the log:
setup SAPWD="mypassword" INSTANCENAME="instance name" DISABLEROLLBACK=1
/L*v C:/MSDELog.log
You may refer to 816499 for Cnfgsvr.out in KB 816499 you mentioned

You could send the msdelog and cnfgsvr.out to me at petery@xxxxxxxxxxxxx
Furthermore, I wonder if you once tried a clean boot to isolate third party
issue
1. Run the System Configuration Utility (msconfig.exe): Click Start->Run,
type "msconfig"(without quotation mark) in the open box, and click OK.
2. On the General tab, select "Selective Startup" and then deselect Load
Startup items, select the checks on other options.
3. On the Services tab, click Hide All Microsoft Services. Deselect all the
items left.
4. Click the Apply button.
5. Reboot your computer.
This issue could also occur if other application connects to the MSDE
instance while it is in single user mode. Thus setup program fail to
connect to SQL server. You may want to temparily stop all applciations that
may connect to this MSDE. If possible, you may want to tempoarily disable
network from other computers.

| I am getting this error after I un-installed MSDE and tried to reinstall

| I see that this problem has been reported recently and found several
| references to it. I tried almost every step but I still I get the error.

| This is what I found and tried:

| 1.) I removed the registry entries manually. I cleaned up the existing
| folders. I also used the msizap.exe tool.

| 2.) This suggests renaming the machine name to all uppercase chars. No
use.
