Had the same problem (XP Pro), plus issues with MSN Toolbar and odd
malfs in IE, and scoured the web for any solution. Offline files is the
main advice from MS's KB, but neither that nor oddities in the APPDATA
environment variable was responsible in my case.
Finally, the problem was trivially resolved: I needed to re-register
msxml3.dll, and then it worked! Since this post comes on top when I
google, this might be useful for others.
Basic steps (type what's within quotes):
1. Click on Start>Run
2. Enter "cmd" and press Enter.
3. Enter "regsvr32 c:\windows\system32\msxml3.dll" and press Enter.
A dialog box should appear telling you that the registration was
successful. The path may need to be adjusted if your installation
differs (e.g., on a standard Win2k install).
