/INTEGRATE for SQL 2000 SP4

Is it possible to do a /integrate for the SQL 2000 SP4 as apposed to
installing SQL 2000 base and then patching it to SP4.

Does anyone know if Microsoft has released a CDROM or download for a
straight SQL 2000 SP4 install?
