SP4 Error

Server environment:
Win 2000 server with SP4, SQL 2000 server without SP
Problem:
I apply SP4 on SQL Server and return error message "sp3_serv_uni.sql(1)".
and then I tried to apply SP3 and got similar error message
"sp1_serv_uni.sql(1)".

Any suggestions?
