SQL Server is terminating due to 'stop' request

Installation of MSDE SP3A fails on XP SP2 with these messages in the log:-
Warning: override, autoexec procedures skipped.
SQL Server is terminating due to 'stop' request from Service Control Manager.
According to Google lots of people seem to be having this problem but there
does not seem to be a solution apart from manually editing the registry.
Presume I need to follow instructions in Knowledge base article 290991.
Question - As I plan to ship MSDE (or SQL Express) to thousands of users
with no IT skills (teachers in UK schools) is there a tool to automate the
cleaning of the registry for a SQL named instance which has not been
installed or uninstalled cleanly?
Am I misunderstanding where MSDE should be used? It looks like it is not
suitable to ship as a generally purpose database to be installed by non IT
experts. Generally it installs OK but occasionally people get this error
message. The latest incident has happened on a brand new non-networked XP Pro
SP2 machine bought to run our software by a teacher with limited IT skills.
She has been using the non-MSDE version of our software for the last 5 years.
I would like to send her a utility to run to sort out the problem but it
looks like I will have to drive 400 miles to sort this out.
PS We provide unlimited free support to purchasers of our product. This has
not been a problem for us until we started using MSDE.
