SQL Server Setup Failure: Connection Failure

Installation dies after server is started. SQL Server is installed and
started. However this, apparently otherwise undocumented, error occurs. SQL
Server Agent dies after starting. The event viewer message is on the bottom.
Help!!!

ERROR DIALOG:

SQL Server Setup could not connect to the database service for server
configuration. The error was: [Microsoft][SQL Native Client]TCP Provider: No
connection could be made because the target machine actively refused it.
