Hello Mike,
I have checked the files and found some files cannot be open. For example,
when opening the WORK_MSINFO32.NFO, the following information is displayed:
"Can't Collect Information
Cannot access the Windows Management Instrumentation software. Windows
management files may be moved or missing."
This error may occur if the user doesn't have the administrative permission
or some Windows system file is corrupted.
In addition, please confirm the computer name is "WORK" because the issue
may occur if the computer name is mixed or lowercase:
285100 FIX: Installation fails when Windows computer name is mixed or

I recommend you perform the following steps:
Step 1: Referring to the article 320873 and 290991 to manually remove all
the MSDE instances and SQL server instances on the computer.

Note:
1. For your reference, the SQL server registry keys can be found in the
WORK_SQLREG.TXT and WORK_SQL_REG.TXT file. You can extract the
WORK_SQL_MPSReports_200504201142PM_1.cab file then locate these files.
Before removing the registry entries, backup the registry file first.
2. Remove all the files related to SQL server on the computer. For your
reference, you may find the related files path in the WORK_SQLFILES.TXT
file.
3. Remove any SQL server client tools installed on the computer.
Step 2: Performing the installation in the Clean Boot mode
========================================
NOTE: A Clean Boot of the system can identify any drivers or programs that
may be interfering with the normal operation of your computer.
1. Click Start->Run, type Msconfig
2. Go to the Startup tab, and click the "Disable All" button.
3. Go to the Services tab, click to check "Hide All Microsoft Services" and
click the "Disable All" button.
4. Click Ok to exit and reboot your machine. The computer is in Clean Boot
mode.
5. Log on locally as an administrator.
6. Make sure the requirements in the "Software and System Requirements" in
the ReadmeMSDE2000A.htm file are meet (important):

7. Make sure you use the following command to install MSDE (important):
setup SAPWD="AStrongSAPassword" INSTANCENAME="InstanceName"
DISABLEROLLBACK=1 /L*v C:/MSDELog.log
Note: Make sure you don't use blank sa password and set DISABLEROLLBACK=1
Step 3: Collecting information
===================
cnfgsvr.out is usually in the C:\Program Files\Microsoft SQL
Server\MSSQL[$InstanceNameifAny]\Install folder.
In your case, the file may be in the C:\Program Files\Microsoft SQL
Server\MSSQL$CIMPLICITY\Install folder.
If the issue still exists, send me the latest files:
1. The cnfgsvr.out file
Note: This is a very important file to troubleshoot the issue, if the file
isn't in the install folder, search the file in your computer.
2. The setup log MSDELog.log
3. MPS report file
After that, you can refer to the "How to return from a clean boot state"
section in the following article to return the computer from Clean Boot
mode to the normal mode:
