What are the necessary rights to install SQL Server?

BOL has the following statement in the section Preparing to Install SQL
Server 2000:

Log on to the operating system under a user account that has local
administrative permissions, or assign the appropriate permissions to the
domain user account.

What are the local administrative permissions needed or it simply means that
the user must be a member of local Administrators group?
