SQL2k Desktop Fails at 99%

I'm trying to install SQL 2000 Desktop on a Win2k SP3 machine and the setup
gets to what seems to be 100% then it counts all the way back to zero and
doesn't install. The only thing I can find as far as a log is this
dahotfix.log which seems to be what is causing the failure. Any ideas on
how to fix this.
